Thoroughbred Park redevelopment edges closer as consultation begins

A community consultation process on a redevelopment that promises to reshape the Canberra Racing Club’s future is underway.

A major redevelopment of Canberra’s Thoroughbred Park has taken a step forward, with community consultation now open on a proposed amendment to the Territory Plan that could pave the way for more than 6000 new homes.

If approved, the plan would allow up to 6200 dwellings to be built across the Thoroughbred Park precinct.

Commercial real estate, community green spaces and new active travel links to the Canberra central business district also figure in the proposal.

The City and Environment Directorate said the proposal would support “transport-oriented development” by increasing housing density near light rail, retail centres and employment hubs.

“This approach supports better use of existing infrastructure and encourages active travel,” the directorate said. 

“It will help create a connected, well-serviced and accessible neighbourhood.”

The redevelopment area includes the existing Thoroughbred Park racecourse as well as neighbouring sites such as the Canberra Riding and Pony Club, Canberra Veterinary Hospital and a winery.

Under the draft plan, parts of the precinct would be rezoned to create a future urban area, with development expected to be built in stages over the next decade.

The precinct was identified as a key “category 2 change area” in the government’s Inner North and City District Strategy, earmarked for higher-density housing and local amenities within close reach of the city centre.

“It is one of the first precincts you see as you come into Canberra, so it’s important for not only our master plan that the precinct is developed in a coordinated way that serves that gateway,” Canberra Racing Club chief executive Darren Pearce told The Straight.

“The government has communicated publicly here in Canberra that they want to get the community feedback on the plans for the precinct this calendar year.”

Pearce says the draft amendment is a “significant and positive move” for the club, the racing industry and the broader community.

“This marks one of the most significant moments in the club’s proud history – a once-in-a-generation opportunity to reimagine Thoroughbred Park and contribute meaningfully to Canberra’s future growth,” he said.

He said the proposal followed more than six years of research and consultation.

“As one of Canberra’s key northern gateway sites, we recognise the responsibility and privilege that comes with developing this land,” he said. 

“Our commitment is to ensure any future design is thoughtful, sustainable and seamlessly integrated with our racing and events precinct.”

Any financial benefits from redevelopment would be reinvested into the club, racing operations, community events and the wider Canberra community.

The Thoroughbred Park redevelopment will make a significant contribution to the ACT government’s target of delivering 30,000 new homes by 2030.

Community feedback on the draft major amendment opened on October 17 and will close on December 1.

A consultation report will be published after the notification period closes.
