New blood at Racing NSW – Olympian and business veteran join board
The NSW state government has announced replacements for Garry Charny and Tony Shepherd on the Racing NSW board, with an Olympian and a Venues NSW board member joining the thoroughbred industry regulator on four-year terms.

Australian Olympian Jane Flemming and experienced businessman David Tierney have been appointed to the Racing NSW board.
NSW Racing Minister David Harris confirmed the pair would join the board for a four-year term and replace the outgoing Tony Shepherd and Garry Charny on the eight-member board.
Fleming, who represented Australia in track and field at two Olympic Games and was a Commonwealth Games gold and silver medalist, brings marketing, sports media and sponsorship experience to the board.
Tierney is a member of the Venues NSW board and has more than 35 years’ experience in the construction and development, stadium and venue management and health at state and federal government level.
They join the Racing NSW board during a crucial period for the thoroughbred regulator as the legislation under which it governs is under a government-ordered review.
Racing NSW, whose chief executive Peter V’landys has chalked up 21 years in the role, is also attempting to put the Australian Turf Club under the management of an administrator.
ATC’s directors have fought for an injunction in the NSW Supreme Court.
Charny, the founder and managing director of Wolseley Corporate and principal of his thoroughbred breeding farm Belannah Stud, was appointed to an initial two-year term on the Racing NSW board before receiving a one-year extension last December.
Tierney’s appointment could be viewed as a “like for like” replacement for Shepherd, who is chair of the Sydney Cricket Ground Trust and was chair of Venues NSW until standing down in 2023.
A former chair of GWS Giants, Shepherd joined the Racing NSW board at the start of 2017, having received multiple extensions to his term until it came to an end on Friday.
Flemming is also president of Athletics Australia.
